The Impact of Institutional Pluralism on Governmental Reforms in the Public Sector

The aim of this article is to investigate the influence of institutional pluralism on the expansion of reforms in public sector. The paper seeks to contribute to the Scandinavian institutionalism perspective where previous analyses of reforms often have the used a case-study methodology and assumed that reforms are attributable to the same institution. An analysis of the reforms of the Swedish school system during 1990-2013 is conducted and it is shown that more than 60 reforms were implemented during the period. The reforms were based on different institutions such as ‘the market’, ‘the state/bureaucracy’ and ‘the profession’. It is suggested that the expansion of reforms is explained by dynamics characterized by both completions and counterbalances in relation to the involved institutions.
